Default Too much to Actuate Clutch?

Is this Actuation too much to release the clutch? I'm having trouble shifting my transmission. I put the car on a hill with the engine off and it has to actuate this far too release and start rolling.

I visually watched the pressure surface release, it barely moves with the above actuation. I noticed today I can't shift into reverse without gear clash.
