clutch engages on the very top of the movement

Default clutch engages on the very top of the movement

Why would a clutch engage when only pushing the pedal about 1/4 of the way down? I can change gears normally at this position. If you push the pedal all the way down and then come off the floor about a 1/4 of the way the clutch will not engage like it use to. There is plenty of fluid in the res.
