Car failed inspection - need front tie rod

Car failed inspection - need front tie rod
Hi guys, I am far from a suspension expert and need a bit of help.
The shop failed the car today because my wheel had some play and needed a tie-rod, on the right front. Do I need to replace the inner and outer tie rod? I thought only the outer part would wear...
Also, do I need a tie rod pulling tool, to pop it out of the assembly? Do I need air tools to 'seat' the new one, or can I wrench it down real hard with some elbow grease?

....I also failed for having a worn windshield wiper, haha, go figure.

Just the outer and you dont need any special tool but just count how many turns it takes to turn it off and put the new one on w/ the same amount you took the old one off !!!

Just make sure you look at how many threads it is to the jam nut. Cause you want to make sure you put it back in the right spot or your alignment will be off, if its not already. I had the same problem recently as well.
