Default passing emmisions

I have a 2000 Trans Am and it has to many miles on it for the recall on the catalytic converters and I am not sure where to go from there without replacing them!! Does anyone have any suggestions what i can do!!

I have looked up o2 emulators but i am starting to believe they are highly illegal and was wondering what some of you all thought or what kind of suggestions you may have!!! I live in NC if it matters!!!

Thanks
