removing stripes... they arent the best of quality, but they are painted on....they arent cleared over because you can feel them...so my question is do u think i could wet sand and buff them off the car?

How old is the paint? Even if you do get the stripes off without damaging the paint, the paint underneath the stripes will probably be a different shade than the rest of the paint on your car.
