Default paint stripper for plastic bumpers

the paint of my 98 z is flaking off looks like the previous owner must have got in a wreck and got a maaco paint job or something is there some chemical that will just take the paint off whit out dameging the bumper? or will it be better to sand it down? never done body work so i dont know also is there a good electric sander i can buy to sand the car down i have no acces to an air compressor i want to get some of the paintt off i swear the car has at least three coats of shitty paint on any help would be appreciated thanks

You should only sand down the old paint if there are no flaws, in your case there is. So stripping like you said would be the best. I WOULD NOT use regular paint stripper as this is too strong for plastics. I searched around to look for an answer and my cousin who's an old school guy said to try some brake fluid to strip it because it will not damage the plastic. Just make sure when prepping it for new paint to take the right steps in cleaning it.
