Default Removing Rust and Repainting

Ive noticed that underneath my car there is small patches of rust on the floorboard. I want to remove that rust and repaint it. Whats the correct way to remove the rust to allow me to paint it? Sanding?

denends on how far the rust has gotten but any way to remove it is fine. sand blasting, sanding, wire brsh, etc.. then clean the surface really good and spray it with your choice of rust inhibitor
