Default No crank after fuse box relocationH

Hey guys im having trouble with my 2001 Trans Am currently. A few weeks ago I relocated the under hood fuse boxes to the air pump area, and attempted to start the car today.

When I put the key in the ignition and turn it to the run position, the door chimes come on, but they are crackly like they are shorting or not receiving enough voltage.

When I go to crank the car over, there is one loud pop, but no cranking.

Battery Voltage is 12.8 Volts

All in cabin and underhood fuses have been checked with a multimeter for continuity.

Only thing that I have not checked is the Relays in the underhood fuse box (cubes).

Can anyone point me in the right direction?

im thinking that it might be a bad connection (ground or power) since the door chimes are fluttery?

i tried to turn the headlights on. the first time they did not pop up, the second time they did.

seeming less like relays, as i know the starter and ignition relays dont affect the headlights.

still need help though!
