Default New LS3 only runs at 3000-4000 ????

My buddy has a new forged LS3 bottom end in a 2000 Vette with LS6 heads, 228/234 cam, LS2 intake manifold, LS2 injectors, 90mm TB, no MAF SD tune. I have a similar motor in my 99 with a good SD tune so we tried to 'write entire' the 99 program into his 2000. That caused a VATS code 1631 loss of comm problem so the car would not run for more than .5 seconds.

Then we copied all of the 99 values into the 2000 program and 'write entire' loaded it into the car. Still had loss of comm issues so we had to relearn the comm between the BCM and PCM.

Now it will start, and run only if you give it half throttle 3000-4000 rpm, any less and it dies. It's a new motor, I know the cam timing is right because we degreed the cam. There are no vaccum leaks. Something is way off. The only code we have is 0102 MAF, that is normal with a SD tune.
0102 DTC is set to 2. That works on my 99.

I captured a short scan of about 10 seconds when it was running, The timing is at 25, It really seems like a timing issue, could it be fuel? I used the excel chart and scaled the LS2 injectors as 32lb @58 psi, is that right?
Anybody have ideas, I'm stumped here
