It's supposed to do that - it's called a RPM limiter. You can get programs to raise it, but unless you have modified your engine, you would be asking for a pile of fragmented aluminum and a nice puddle of oil on the ground if you did!

As said above..
A stock valve spring setup can only take 6200-6400rpm before valves float and hit the pistons causing damage.
