Default Tach not working right

It shows its idling at 1500 rpms and the needle vibrates up and down at 1500. If I rev it it works fine. Its hooked up with the tach wire with a 1/2 watt 680 Ohm resistor.

Anyone know why it might be actin like that?

did the programmer set tach for 8 cylinder signal, which would then double the speed?

I'm not sure if he did. I tried it on all of them. Right now It has a 680 ohm 1/4 watt resistor wired into it. It seems to work best on 6 cylinder mode. But its not reading right when the motor is revved up.
