Need Help: OBDII Scanner does not plug in!!!

Default Need Help: OBDII Scanner does not plug in!!!

I've tried searching all over the forums but I can't find an answer. Ever since I got the car it has been running a little sluggish, as if I'm loosing a whole lot of power. My problem is that I've tried to plug in an OBD2 ECU checker, but it displays "please connect" when its plugged right in. I really need to run a diagnostic so I can know whats wrong but it doesn't register the checker.

I drive a 98 Z28
Mods: (all work done by previous owner)
SLP Lid
Hand Ported Throttle body
MSD Ignition Coil Wires
Unknown Cat-Back
MAF Screen Popped off
Throttle body coolant by pass.
(pretty much every imaginable free-mod)
And what I expect to be some gear work...



Can anyone help me please?

This is the only diagram that I've managed to dig up from here.



By the looks of it, I have an extra pin on port 9, is that normal? Or do I have to check if the pins/wires are in the correct location?

Yes, check the cigarete lighter fuse, it also powers the OBD-2 port

Check for 12V on the Pin #16 (lower right on your photo)

Just found the cigarette lighter fuse blown.... I'll replace it asap and tell you guys how it goes. Thanks for the help!
