Default Question about MAF voltage readings

I'm having trouble with my MAF on my 2006 Lexus IS350. Trying to get a technical answer on a Lexus board is damn near impossible, so I'm hoping I can find one here.

I'm getting P0172 and P0175 (Rich condition Bank 1/2), and a couple MAF codes. I've cleaned my MAF but no change. The car is running rough at idle, but fine any other time. I can smell the fuel so I know it's running rich.

So I checked the voltage on the 5 wires going to my MAF. The MAF power is showing 13.5v, so I know its good. However, the wire going to the IAT sensor and the wire going from the MAF to the ECU are both showing 1.5v. So I'm wondering if these are supposed to be true power wires or are they just providing readings? If they're power, obviously they should be at 13.5v, but if they're just providing readings, is 1.5v normal? I just want to know if this is a voltage issue or something else.
