Default are these cam sensor #s normal ?

are they normal ? .. the middle one is it suppose to be at zero ?

Yes they are Ok.
One is 12V supply, so 13.2 with engine running is normal.
The center pin is 0V reference, so it's good.

The pin measuring 0.11 is the sensor output. You won't be able to measure this signal because it's not a fixed value but a square wave.
A voltmeter measures only RMS voltage and doesn't have the speed for this king of signals, it's like 120 VAC, with a voltmeter you don't see the sinus wave only the RMS voltage.
You need an oscilloscope to analyze the cam sensor output signal.

Why are you checking this sensor?

I have code p0343 , hard starts rpm needle is inop. Sometimes back fires while trying to start, I already put in a new cam sensor and its the same

here was the problem ..wires were kinked and one was compleatly cut in half. now its starts perfect and rpm needle is working again .. happy day for me !!!
