Passed CA smog with dead EGR

Passed CA smog with dead EGR
1999 Trans Am AT w/120k miles. Mods are only a 104mm FTP lid.
All EGR codes turned off + EGR disable via HP tuners due to check engine light code:
P0405 - EGR Pintle Position Circuit Low Voltage.
EGR readiness - incomplete
All Else were complete.
EGR test enable and disable are both set to 256mph. EGR timing table has been Zeroed all across.
Nonethless, car passed a legit test only smog station with flying colors.
Here is what I found while I still had a complete unaltered OEM GM tune:
The 12v at the EGR valve reads ZERO when connected to the EGR valve. The 12v only appears when the EGR valve is unplugged. I tried to power a 12v light bulb with this source and it had no current to support even that. It simply goes to ZERO volts when trying to power anything.
I applied 12v to the EGR valve itself and it opens and closes like new.

My car hesitates at high load low rpms. Usually somewhere around ~1500rpm. I'm not sure when this started happening but I did notice the low mpg.
Anybody feel like helping me find out on whats going on? I am very literate when it comes to power and signal circuits

I understand the 2 incomplete readiness rule. I just didn't think it would pass the sniffer while on the roller test. I thought the EGR is as important as a good set of cats to pass on this test.
