Diagnostics port not working!?!?!?!?

Diagnostics port not working!?!?!?!? My car is a 2002 z28. I had exhaust work done and afterwards my diagnostics port not working. I have a predator programmer thats turns on but when its time to read the ecu it says turn the car on when its clearly on. So i went to advance auto and used the scanner they have and i get the same problem. Anyone else have or had this problem??

any aftermarket electronics?? like aftermarket/non-factory stereo, subs, amp, alarm, remote start, etc etc? if so, you need to disconnect them/pull the fuse for 'em...
and also need to make sure your key is turned to ON position....

Yeah I do have aftermarket parts but they was installed years before exhaust work was done. The problem started right after I picked my car up after the exhaust work. Could welding on a car cause the diagnostic port to short out. The scanners is getting power but none of them can read the pcm

Still no luck... here's some pics of what I get. Problems started after getting cats and cutout welded on. Cars runs great no issues with driving. I just cant get any scanner to work on it.
