Default Throttle plate closed setting

hi,

I'm about to start my turbo 5.3 for the first time.
I have a cable TB that is nice but had no sensors.
I got another TB, but the throttle rotation was notchy and messed up, so I put those sensors on the good TB.

I'm sure the good TB had been messed with.

So I have a couple of questions.

What is the base setting for the idle stop screw?
I noticed the TPS sensor mount holes are slotted, and this must be to allow setting the voltage with the throttle closed. What is this voltage?

I noticed while scanning with HPT, I could adjust the stop screw and the TPS percent changed. Key off, then back on and the tps goes back to 0. So I assume the software assumes whatever voltage it sees at key on is 0 tps.

The sensor is slotted enough that I see about a 9% change in measured tps.

I'd like to get this set up close up front so I'm not chasing my idle tail later....
