You're going to have to replace the gears on the pop-up light motor/motors.
The best thing to do is replace it with a brass gear and just be done with it.
Easiest way to do it is remove the front bumper, it'll give you access to the last bolt (and hardest). Shouldn't take you more than an hour or two to do it and I would recommend doing both at the same time.

What Merlin said. Mine was doing that until I did the Free Mod with the headlight gear, very easy. Next time I will have to change to the brass gear.
