It will vary from vehicle to vehicle, depending on the type pf cam that you have. I have never had a wideband on an LSx at start up, but my GTO with a BBC and EFI runs best at around 11.5:1 at start up. It has a pretty lumpy cam and likes a lot of fuel at start-up. Even in 20 degree weather, I turn the key and she fires right up, like a new car.
I suspect an LSx with a moderate cam will be around 12-12.5:1 at start up.
