Default Turn Signal?

My right turn signal is acting up. The bulbs aren't blown but when I don't have my lights on the signal flashes really fast and when I do have my lights on the turn signal just lights up but doesn't flash at all. If anybody has experienced a similar problem any info will be much appreciated.
