so if i have the low and high octane tables the same and keep the car in SD the high and low are the same. so how does the car pull any KR? and the right amount?

It still pulls timing based on the KR tables, just none of the timing "sticks" because as the PCM shifts towards the low octane table as the knock value for shifting between tables changes, both tables are the same, so there is no effect. So, yes, timing gets pulled, but none of the timing changes stay after the knock goes away. It is fine as long as you are not seeing significant amounts of real knock.
