Serial card guys in here I bought a Startech serial card adapter for use with my Hptuners however I cannont get it to connect, I've had the IT guy at work look at it, he's not sure it's not the card. I installed the drivers as directed however when installing the serial drivers it gives me an error that says setup complete but cannot start.?? 
Next I set the com to port 4 as directed but when I go under my device manager, it doesn't show anything under my ports. Am I missing something or is it more than likely my card?

2000 sp2 I've tried uninstalling reinstalling, everything I can personally think of. I've went as far as to uninstall XP and install 2000 in hopes that it would recognize.
