ok i had my car tuned a while back by a shop and they did a great job but when they tuned it it was damn near 100 degrees outside and now my cold start is messed up cause its getting colder here..this is what it does..when i start it it surges from 500 to 1100 rpm, just up and down it wont catch, and then after about 45 seconds it locks at 1000 rpm like its supposed to..what can i change to help this?

Its probobly due to lack of air through the iac. Raise the desired airflow in the colder ect cells and see if it helps.
