Default P0405 Code

Ok, my car threw the P0405 (EGR Position Sensor Circuit Low) Code. I read a test procedure for this, but it requires a scan tool which I don't have. Is this basically a bad EGR valve or are there other causes? I basically don't want to replace the valve and then find out I still get the code for some reason. Anyone dealt with this before? BTW, I have to keep the AIR/EGR system for emmissions (CA). Thanks!

Sorry to resurrect this post, but my truck just threw this code as well (5.3L, LS1-based). What's the deal? Clean EGR, replace EGR, or something else?
