Default Tuning question....

i have a 94 z28 with a stock pcm tuned for when i had a pulley pushing 7-8psi. also had the car dynoed while they were tuning it. well the place did a shitty tune LONG STORY!!but the car never ran right and motor tanked on me week later with normal driving. fought with the place but got nowhere. anyhow i plan to run 10-12psi with my rebuild and was curious if i sent my computer out to someone if they would be able to check over the tune inside the pcm. i don't ever want to have my car dyno tuned again,only way its ever going on the dyno is after its tuned perfect. last thing i want is a fresh motor and brand new parts crashing on me. i don't know anyone with LT1 edit nor do i know how to or want to even try to mess with tuning it myself . but i wonder how good of a tune you get by sending a company your pcm when they don't have your car there in front of them.
