N/A - Head cam cars usually like 27~28* of timing

Rule of thumb for nitrous - pull 2* of timing for every 50hp

Translates to 22~23* of timing for when you're on the bottle. You can get a timing tuner from Full Throttle that will pull it out without having to change the tune for a few hundred $$$.

^^^ditto... for a DP setup you are adding the fuel and nitrous yourself, however you're not doing anything with timing. To be safe you want to retard timing. (one thing you could do is have your IAT adder table tuned such that when certain temp values are read it pulls timing... then wire up your nitrous switch such that when active, the PCM reads this lower temp, thus pulling timing but not affecting normal WOT driving)

125 shot on a cammed car can run on stock timing, you dont "need" to tune it but I would at a minimum monitor and verify safe AFR.

Assuming the tuner knows what he's doing when it comes to nitrous applications, yes.

also who makes them tuners

It appears you need to re-read my post. (FULL THROTTLE)
