Default Adjusting part throttle shift points

Are there tables that allow you to adjust the shift points up or down(rpms). I want the trans to shift at a lower rpm than what it is. I am not talking about WOT shift rpm. Does keeping pcm in open loop affect the light throttle shift points? Thanks in advance. Chuck

As far as I know, part throttle shifting is determined by vehicle speed and Throttle position.
Here's a stock 2001 shift table. The #'s in the table are MPH
