Swapping years with HPTuners
If I have a '01 and a '02 f-body and have only HPTuners for '02 can I just swap the pcm from 2001 to a 2002 so I can tune my 2001 without upgrading anything for the HPT programming?

Assuming you bought HPTuners recently and only have a single VIN license then you'll need to get the 01 PCM flashed with an 02 operating system using your 02's VIN. You can either get a dealership to flash the new OS to it, or find someone that has unlimited tuning for 01s and 02s.
I have a copy of HPTuners with unlimited tuning for 02 f-bodies and 04 trucks, so I sent a 99 PCM to wait4meperformance and had him flash a stock 02 OS to it. The turnaround time was super quick and I think it was less than $40 total.

I've had HPTuners for 4 years now but it's for 2002 f bodies and '04 GTO's.
If I took the PCM to a dealer what do I do just bring that in with the VIN from my '02?
Any idea what they charge?
