Is there any reason why those JBA shorties wouldn't work on a 99 ls1? I don't have EGR or AIR, don't know if that makes a difference or not. Do you know about how many miles are on them?

The headers on all the F-bodies are year to year specific because the emission for each prospective year. The 2000 had the most obstructions for emissions.
I never installed them. I don't know how many miles they have. I bought them used from a member on here many years ago. The ceramic coating looked terrible so I cleaned the headers up and polished them.
