H.O alternator and battery not charging???

Default H.O alternator and battery not charging???

Well ive put in a new red top optima, and ugraded all my cables to 2gauge. the stock alternator, is reading 14.4ish volts on my dash, and 15.3ish volts at the back of the alternator. the H/O is reading 11.5-12 volts at the back of the alternator, and 11-12.2 volts on the dash. the H/O has a smaller pulley, so i bought a smaller belt. still the same problem, tested the alternator at advance and its reading in the green 15. so idk what the problem could be. the second the original alternator is in its fine. battery tested ok, alternators tested ok. any advice? im tired of switching out alternators trying to fix it.

Does the voltage increase when you rev the engine up??? (With the H/O alt)
