Does it just stick or will it not function at all? I know the springs on them aren't really strong enough and eventually they will quit opening by themselves. You can put a beefier spring on it to fix it.

Hook a voltmeter or a test light to the leads on the hatch motor and try popping the hatch. If there is no power, then there is an electrical fault somewhere. If there is power, then the motor is dead.
The the bateries/fuses/motor check out, then look for the switch that detects if the car is in Park. The hatch can't be opened unless the tranny is in Park (if its an Auto). If the tranny is a Manual, then I think the e-brake has to be on.
