Default 3rd Brake Light Not Working

My third brake light won't work. I replaced the LED light assembly twice and it still won't work. I had a tech at the shop see if it's getting power and ground to the lamp and he said it does. Anyone have this problem before or have any suggestions?

There can only be two situations - either there is a power or ground problem at the light module or the light module itself doesn't work. Use a test light to check the power and ground yourself - the light blue wire should have power whenever the brake is applied and the black wire should be ground at all times.
