Aux power outlet

Aux power outlet tried to plug in my cell phone charger for the first time and low and behold it doesnt work, so i pushed my finger behind the console to find out that it outlet is not plugged in SWEET not a hard fix right? take out the shifter cover and i find NO PLUG at this point i am 
i called the dealer and they said that there is no option for that, all the cars came with them but still i am confused. i mean i figured it is fully loaded i dont know why there is no pigtail. so i have a pigtail on order for it and according the the shopkey program here at work it looks to just piggy back off the cigarette lighter so i guess i will wire it up and see what happens!!!! any advice on the subject will be greatly appreciated!!!!
