Default Steering linkage too short after steering column installation

I had to take apart my steering column on my 02 camaro because my car failed inspection due to slop in the column. After getting it all back together again with the larger diameter pivot pins I went to connect the steering linkage to the shaft and the linkage is short about 2 inches from lining up the hole on the steering shaft. The steering shaft is correctly in the car and there isn't any extra length in the car. What could cause this?
