Call the SPCA and get them to give you the number for Pug Rescue. There are a few "branches" in the Houston area. My family used to breed pugs, but that was over 15 years ago, so most of the breeders we knew aren't breeding any more or we've lost touch with them.
There's always the classified ads. Just don't go buying one from a pet store in the mall. Go to a reputable breeder.

Pug puppy We got our pug (Bentley) at Traders Village through Lil Acres. We also have bought our other dogs, two Boston Terriers there, one through Lil Acres and the other from a private individual there at Traders. Would NOT recommend a private individual unless you can see the conditions where they were.
