For your typical 'average' 100,000+ miles LS1 car this site www.kbb.com is pretty close to real world pricing in the 'private party' category. Just punch in your zip code and don't forget your mileage. Discrepancies usually only appear on very low mileage cars so that doesn't apply with your car.

I personally don't have a problem with 1998 models, and I would pick up a nice low mileage one if I ever saw the opportunity, but some people blast that they even exist. The issues are not that bad to constantly bash them yet the perception is out there among some. Do a search and you can read many, many posts about it.
As far as pricing, the spread really isn't that bad other than the car being a year older. Put an exact same mileage, same condition, same everything 1998 vs a 1999, and the 1999 will only be slightly more. It won't be thousands of dollars more. As you get newer, then of course the spread gets greater. You can't compare a 1998 with a 2002 just due to the age difference alone, and all the price guides will acknowledge that, as it should be. Those will be thousands apart unless some factors come into play, like high miles, condition, etc..
