99 trans am I need some help with an offer on this car.

I know people list high on CL for negotiating purposes but I am unsure on what to offer with this car having 140k miles on car but less than 12k on motor/clutch. I need a starting offer and a final offer that you can suggest, really interested in this car, thanks in advance!

No reason that car is worth any more than 6500. It's a 99 with 140k miles on it and a huge rip in the drivers seat.
I paid 11 for my 99 T/A with only 36k miles and 1 owner.
