Seller appears somewhat negotiable. Based only on the limited info presented I'd say it's a bit over-priced. For $13,500 on a clean 2001 I'd typically expect 35K to 45K miles....not 65K miles. From there it's basically whatever the mileage difference is worth to you. Have you contacted the seller and asked some questions?

$10.5K to $12.5K is probably a fair range dependent on "low" good to "high" good condition. You can't figure out where in this range it sits w/o seeing it and talking to the owner. I tend to think that most 65K mile WS6's have seen plenty of "action" and are closer to 90K effective miles vs. 40K miles. If you can find the exception, better for you. You don't know if the car needs any work or is throwing off some engine codes. "Plenty of tread" to the seller could end up being 10% usable tread left (3/16"). Seller is probably willing to go to $13K right now. They aren't going out of their way to show close ups of anything but the instrument panel, one wheel, and the rear WS6 emblem. I find it interesting that the rear photo of the car doesn't show the WS6 emblem (focus issue?). Seller to me doesn't appear to be exuding a lot of love for this car to convince me it's worth $13K.
