Unless you mean fender flares as modifications, then no....
A 15x4" wheel with that little of a back space will hang out of the wheel opening.
The 15x3.5's looked bad enough on one of our f-Bodies with that backspace, so the extra .5" in width on the Summit wheels won't be helping your cause.

Hmm, I have 15x4s Draglites with 2.25 BS and they don't stick out past the fender

They are better... because yours are tucked back in an additional .5" and probably look fine depending how low yours sits and how cambered in the wheels are at the top.
Still though, they not as tucked in as a 15x3.5 with a 2.25" which seems to be the best fitting relative to the wheel well, but certainly better than only 1.75" of BS on a 4" wheel.

1.75" is perfectly fine. It will not stick outside of the fender nor will you have issues with it ever hitting the fender lip.
I feel for any F-body setup, nothing should be LESS then 1.75"
