Default 275/50/15 get better traction than 315/35/17 on the streets?

I plan on getting the weld pro-star 15 inch wheels with the 275/50/15 tires but was wondering if these get better traction not only at the track but also on the street compared to 315/35/17 with 17 inch wheels? Would the 275's still get some sidewall flex like they would at the track? Thanks for any help.

i would think the 15 inch wheels with the 275s would hook better at the track and on the street just because of the bigger sidewall giving it more grab. 15" radials are nice, and provide a really nice ride while going down the track or the street.
