Default Sorry if wrong forum, who wrote OBD2???

Sorry if this is the wrong forum, but who wrote OBD2 software? I was informed years ago that GM "Helped" write the program. Was that accurate(my teacher at UTI informed me)??? I know it wasn't madatory in vechicles until 1996, but as you know some Ford's had it in 94 as well as some 95 GM's. Any help??? Thanks in advance.
