Default oil pressure problem

Ok I have a 2005 6.0 that i stroked to a 408. First start up I had 30 psi at idle and steadily dropped as it warmed up till it was about 12 psi and i shut it down. I pulled and replaced rear oil gallery plug and checked the front oil gallery plug. I replaced the oil pump with a Melling 10295. I had to shim the windage tray so it brought the oil pickup tube down a 1/4". I replaced the o-ring on the pick up tube. Now when i start it up for the first 10 sec there is no oil pressure and then it goes up to 30. It drops as temp goes up same as before. O and also the needle shakes a little about 2 psi. I have checked the gage and its fine. I can hear engine noise once the oil pressure starts dropping. Does anyone know why i dont have good oil pressure. What am I missing?

You said you shimmed the windage tray and pump tube....do you know how close te oil pickup tube is from the bottom of the pan now? It might be sitting on the bottom of the pan blocking the pumps ability to suck oil.
