Default Scoring around shafts / bearings.

So I started thinking about scoring on a shaft or bearing in relation to is bushing or bearing counterpart. In any application where there is a clean cut around the O.D. of a shaft for example, does this cause damage to its counterpart? Given that the edges of the defect are not raised? I've seen some pilot bushing offered with scored channels in them that have no I'll effect on the shaft, so is this true vice versa?

I ask because from and engineering stand point, are marks like this is rotation known to cause heat? Turbulence?
