Flappers and air-dams only help when the vehicle is above a certain speed.
Most people do not have a cooling problem while moving down the road.

Reducing maximum operating temp while sitting in traffic is the bigger challenge.

jimmyblue- it sounds like you have a capacity problem with it getting hot on the highway too. You're in a moderate winter area. Try a higher concentration of distilled water (70/30). Just see what the coolant actually tests down to if you travel in freezing areas. If that helps, but not enough, step up to the LT1 radiator. Also, if you have an underdrive, it may actually help with a larger radiator surface as the coolant will spend more time subject to heat transfer.
