Front license plate decal

Front license plate decal would anyone happen to know if the trans am/firebird decal (that goes where the front license plate is) is just a decal/3d mold or is it laid onto a plate that covers the whole area?
Mine is blank with 4 drill holes for a license tag and i would like to put the decal there but I was wondering if I have to deal with the holes or if the decal comes on a plate that covers everything up

If so I would go back to the dealership and demand one. If not then you could order one from a dealership but Ive been told they are shipped unpainted. There was a guy (Coach Reed) who made and sold completely clear covers but he stopped making them a while back. Since then I heard he sold the idea to <img src="https://ls1tech.com/ads/afterthoughtsm.gif" alt=" - " /> and that they will soon come out with the clear license plate cover.
The license plate cover has the emblem on it and it "puffs out". Most of us simply bought decals that are perfectly cut to fit over the emblem and stuck them on there. A couple guys I know painted them and even though that might be a little cheaper, its too permanent for me.

I called the dealership last night and raised hell, i bought the car used (its a 2000)... the guy said most cars come off lease and rarely have the fromt cover but he said if he had any more black trans ams roll in he would take it off and give it to me.. however seeing as i know this guy is full of **** im not holding my breath, so i called the parts department and they had one in stock for $52 (grrr) so i'll prolly end up just buying it cause i cant stand the big square void in the front (its the little things)
