fog lights??
You can swap out to a higher wattage bulb, but they wont be that much brighter. Just switch to Blazertech Fog lights! They go for around $50, and thay are so much better than stock for the money. Its easy to do also! I dont even use my headlights anymore.

are they bulbs or no? i dont wanna go puttin anything else in there, i just wanna put in new bulbs, is that something i can just get at the parts store? like a hyper white light?
If you just want to replace the bulbs in the factory lights you can get 37.5 watt bulbs. These are easily changed and available at any auto parts store. They are a bit brighter. Good luck.
