looks great. love the rims.

as far as what to do first from the 3 mentioned, that depends on how much you have ready to spend. the flowpac is around $300 plus it needs to be installed, so add another 100 or so (unless you do it yourself). the hood is going to cost anywhere from 4-600 (or more) total after shipping. plus add another 3-400 to get it painted to match (again, unless you paint it yourself). i haven't looked in to cutouts too much, but it seems like that will set you back 3-400 to buy it and have it installed. so the prices vary quite a bit depending on what you choose.

why wait for the whistler mod. that can be done in a few hours, and only costs as much as the spray paint you buy, some masking tape, and some glue to reseal it. i'd put that on the top of the list.

im really considering the cutout first because my magnaflow is just to quiet for me sometimes , but i want the sunoco first though because if you notice my bumper is a shade darker because my uncle painted my new bumper when it was off the car so its slightly off so he is going to repaint that when i get my hood in and do it at one time

Do the Whistler mod you can do that easily on your own just read up on the sticky and get the hood first that will really set your car off.

Wait on the cutout to see what you think about the tone after adding the long tubes. I was considering cutouts myself but after adding long tubes I don't see a need for them anymore.

As far as the flow pack I don't see a need for that, most people just get a high flow lid and make their own bellow you can also choose what air filter to get some people say the K&N will cause its oil to get into the motor.

With that being said that's my opinion it is your car do what you will like to make your car yours.

OEwheelsllc has a whole selection of aftermarket wheels for our cars check them out here is a picture of my car from their web page. I have the same wheels just got black with machined face instead of the chrome like the OP.
their web address is oewheelsllc.com they are a sponsor and the price for their wheels is very reasonable.
