Bumper Cover Switch

I've been looking forever on the web for this and all over this forum and can't find anything regarding switching a 93-97 bumper for a 98-02 bumper cover. Has anyone done this, is it even feasable with modification?

it requires more than the bumper cover. it takes the fenders, hood, header panel, lights, etc.
