Brighter fog lights for 01 TA

Brighter fog lights for 01 TA I have read lots of lighting threads, but I'm having trouble finding answers on fogs.
I don't like the stock yellow fog lights. I want to upgrade to white light. I'm an old guy, so blue won't suit my style.
Can I change:
1) the bulbs only?
2) bulbs and ballast resistors?
3) new everything including housings?
Any advice or links would be great.
