how hard to remove surface rust from hinge?

so my hinge on my drivers side door is bad and unfortunately GM no longer makes the hinges so i found a used set of good black hinges but they have some surface rust on the side that attaches to the body. since my car is rust free and i'm paranoid of rust, i wan't to make sure what's on this hinge won't spread to my car. do i just need to sand it down and then paint it? i just sent the paypal money and don't have the hinge in front of me yet.

how much do you think the body shop would charge for that? i think they said something like 25 a hinge but i don't know if that included sandblasting. they want $93 to install them.
*edit* the seller is going to "de-rust" them so i can probably handle panting the back side with something just to prevent them from rusting again.
